Tom Qualtere, Experienced Capitol Hill Communications Strategist and Speechwriter, Joins Team
WASHINGTON — Nahigian Strategies, LLC, an award-winning strategic communications and public relations firm, today officially announced the addition of Tom Qualtere as Communications Manager in their Washington, D.C. headquarters.
Qualtere is a highly regarded specialist in communications and media relations with more than a decade of experience in government and public policy. He has served prominent leaders in the congressional and think tank communities while establishing a reputation for excellence in speechwriting, brand management, and strategic messaging.

Qualtere most recently served as Director of Communications for U.S. Representative Mike Kelly, a senior member of the powerful House Ways and Means Committee. He managed media operations during the congressman’s extremely competitive 2018 re-election campaign. Despite the race being classified by RealClearPolitics as a “Toss Up,” the campaign was ultimately victorious, marking three successful re-election efforts by Rep. Kelly under Qualtere’s guidance.
Qualtere previously served as speechwriter and communications advisor for former Rep. Jeb Hensarling during his term as chairman of the House Republican Conference. Prior to his years on Capitol Hill, Qualtere spent time at the Heritage Foundation during which he served as speechwriter and research assistant for Dr. Edwin J. Feulner, the organization’s founder and former president. He also worked closely with Young America’s Foundation.
